Company grades in Oman are often described as Grade 4, Grade 3, Grade 2, Grade 1 and Excellent Grade. The grade is mainly connected to the company’s registered capital and financial classification.

A higher grade does not automatically mean that the company has more activities, more visas, lower tax, easier banking or guaranteed access to government contracts. These matters are reviewed under separate rules.

The useful question is not “Which grade is the best?” It is “Which grade fits the real size, capital and commercial plan of this company?”

Start with three distinctions

What is Grade 4 in Oman?

Grade 4 is the normal starting point for many small and medium-sized private companies. It is often used for service businesses, consulting, technology, small trading operations and founder-led companies that do not need a large registered capital.

A Grade 4 company can still be a fully operating company. It can sign contracts, invoice customers and complete the licences required for its activities. The grade does not make the company informal or incomplete.

Grade 4 may be suitable when the business:

  • has a modest and realistic capital plan;
  • does not need to show a larger capital base to a major buyer;
  • will not immediately apply for high-value project classifications;
  • is starting with a small team and controlled operating costs;
  • can upgrade its grade later when there is a real commercial reason.

What changes from Grade 3 to Grade 1?

The main change is the registered-capital band and the financial scale shown in the company record. As the grade rises, the company is presented as having a larger stated capital base.

This can be relevant when a customer, supplier, project owner or procurement team reviews the company’s commercial profile. Some private contracts may ask for a minimum capital or company grade.

However, the grade alone does not prove that the company has experience, cash flow, equipment, employees or completed projects. A buyer may still ask for audited accounts, bank statements, contracts, licences, technical staff and previous work.

Grade 3

Grade 3 can fit a growing business that wants a higher capital class than Grade 4 but is not yet structured as a large company.

Grade 2

Grade 2 can be relevant for a medium-sized company with larger contracts, stock, equipment or project obligations. The registered capital should still match the real plan.

Grade 1

Grade 1 reflects a much larger capital band. It may be useful where private procurement, major customers or a future project plan expects a stronger registered financial class.

What is Excellent Grade?

Excellent Grade is the highest common company grade in this classification. It is normally associated with companies that declare at least OMR 250,000 in registered capital.

This grade may be relevant for large industrial, construction, infrastructure, supply or investment projects. It can also support the company’s profile when a major client asks for a high financial class.

Excellent Grade is not a general licence for large projects. The company may still need sector licences, technical staff, tender registration, audited accounts, guarantees and project experience.

Company grade is not a Tender Board classification

Oman also uses classification systems for contractors, suppliers and consultancy offices that want to enter certain government or large-project procurement routes. These systems may use similar grade names.

The similarity in names creates confusion. A company with an Excellent commercial grade does not automatically receive an Excellent contractor classification.

Tender and contractor registration can review:

  • the field of work;

  • administrative and financial capacity.

Practical rule: If the business plans to enter government tenders, review the tender and contractor classification separately. Do not assume that increasing the commercial company grade completes this step.

What a company grade does not change

Can the grade be changed later?

Yes. A company can normally request a change to its financial grade after the related commercial-registration and capital information is updated through the official process.

This means a small company does not always need to start with a high grade. It can begin with a proportionate structure and upgrade when its contracts, capital and operating scale change.
