Where is Ras Al Hadd?
Ras Al Hadd is on Oman’s eastern coast in the Wilayat of Sur. OMRAN places the development about 150 kilometres from Muscat. The wider area includes fishing communities, beaches, coastal lagoons, heritage places and important wildlife habitats.
This is not an urban Muscat location. Road distance, fuel, services and seasonal travel patterns matter. A visitor may value quiet beaches and nature. The Ras Al Hadd Turtle Reserve was created by Royal Decree in 1996. UNESCO’s Tentative List describes a protected area covering beaches, coastal land, seabed and two khawrs. OMRAN’s Ras Al Jinz page describes the reserve as a major nesting site for endangered green turtles. Guided observation already operates through the separate Ras Al Jinz Turtle Centre. The Environment Authority also publishes green-turtle data for the reserve and continued turtle-monitoring work in 2025.
For Diar Ras Al Hadd, this creates both an advantage and a duty. Nature can support a special visitor experience. The timeline supports a clear classification: active, developing and delayed. The physical project is real, so “failed” or “abandoned” would be inaccurate. However, presenting it as almost open would also be inaccurate. More than a decade passed between the main development agreement and the current construction stage.

The current first phase is The Chedi Ras Al Hadd. OMRAN describes 250 keys. Qatari Diar explains this as a 200-room five-star hotel plus 25 chalets that provide 50 additional keys. It also names a speciality restaurant and health club.
Current design material also shows a spa and gym, beach club, meeting space, dining areas, parking and related infrastructure. These details explain the intended hospitality product. They do not show that any facility is commissioned, staffed, licensed or open.

The residential question remains unresolved
OMRAN calls Diar Ras Al Hadd an integrated tourism project and its master-plan description mentions residential development. Qatari Diar’s older material also included villas and apartments. Dar’s current design page refers to 25 residential villas within the resort design.
However, the reviewed official sources do not confirm that homes are currently offered to foreign buyers. They do not publish current inventory, an approved sales phase, exact unit titles, a reservation route or a project-specific foreign-ownership instrument. The 25 villas may also form part of hotel accommodation or managed hospitality. The word “residential” alone does not answer the legal question.
