  • Jumeirah Muscat Bay is the five-star hotel operating within the Muscat Bay setting. OMRAN states that the 206-room resort officially opened in 2022.
  • Saraya Bandar Jissah appears in the project’s joint-venture history and in the hotel’s official address. It should not replace the exact project, plot, phase and unit details used in a sale contract.

A hotel room, hotel villa, serviced residence and privately titled home can have different ownership, use and access rules. A buyer should never assume that a home receives every Jumeirah service or private hotel facility simply because an advertisement uses the Jumeirah or Bandar Al Jissah name.

Is Muscat Bay complete?

The most accurate short answer is: Muscat Bay has an established and operating core, but development continues. The community website currently shows completed residential names, homes offered for rent or resale, community facilities and the operating Jumeirah hotel. It also actively markets LUMA apartments, townhouses and villas.

This mixed status matters. “Muscat Bay is complete” is too broad because it can hide new construction. “Muscat Bay is off-plan” is also wrong because many homes and facilities already exist. The buyer must classify the exact property.

The current public LUMA pages reviewed for this guide show apartments, townhouses and three-bedroom villas and advertise a three-year payment plan. They do not provide enough public evidence to state one reliable handover date for every LUMA property. The signed sale and purchase agreement, approved project records and a current written developer statement must control the answer.

Residential areas and property types

Wajd

Wajd is the hilltop villa area. The official community site describes large five-bedroom homes on private plots with mountain planting and views over the bay. LUMA

Jumeirah Muscat Bay adds an operating hospitality destination with restaurants, pools, a spa, sports facilities and beach areas. However, hotel access is not the same as residential ownership. The main daily-life limitation is distance from a full city network. This supports a possible ownership route, but it is not enough to approve every property carrying the Muscat Bay name.

Exact-unit rule: Verify the project phase, plot, unit number, registered right and buyer eligibility. Do not infer freehold ownership or residence eligibility from the wider location, a hotel name or a marketing map.

The current Gov.om service page describes a two-year residence visa for an owner of a residential unit in an Integrated Tourism Complex. It requests proof of property ownership and a letter showing the property location. Application and approval remain separate from the purchase.

The same public page currently lists special conditions, including that the applicant must be outside Oman, must not hold another valid visa and must have a commercial register. The commercial-register condition is unusual in a property-owner service and should be confirmed directly with the competent authority rather than omitted or reinterpreted. Ten-year Oman Golden Residency

OMR 200,000 is an investment threshold, not a government fee and not a guarantee of approval. The accepted property value, amount actually paid, completion, title, applicant documents and official approval can all matter. Residence does not authorise work

The official work-visa route is employer-led and depends on a Ministry of Labour licence and work permit. A person planning to work for an employer needs the correct labour and immigration permissions for that role.
