The published SOHAR regulations distinguish Working Company licences and Service Provider licences. They also state that a business cannot conduct an activity in the Free Zone without the relevant licence, and that each licensed activity must be specified.

Do not start with the licence name. Start with what the company physically does: trade, store, process, manufacture, provide services, or support other SOHAR tenants. Then match the activity, premises and approvals.

2. Commercial activities
SOHAR’s published rules describe commercial activity as including import, export, general trading, storage and handling within the Free Zone.

General Trade does not mean unrestricted products. Product restrictions, customs rules, sector approvals and activity-specific limits still apply. Confirm the proposed goods before relying on a broad trading licence.

3. Industrial activities
The SOHAR Investor Guide lists industrial activity licences for heavy, medium and light industries. The broader regulations describe industrial activity as manufacturing, re-assembling and remanufacturing.
The industrial category alone is not enough to determine project requirements. The actual process can change the land, utility, environmental, construction and Civil Defence path.

4. Service activities
The published regulations describe service activity as including logistics and consultancy services and other services required for Working Companies.
A service activity should still match the zone operating model. An office-based consultancy, a logistics operator and an on-site industrial contractor do not have the same premises, gate-access or workforce requirements.
5. Service Provider Licence
SOHAR’s One-Stop Shop specifically lists Service Provider licensing as a service. The Investor Guide also describes registered service providers that can support tenants, including contractors, transport, catering, clearing, cleaning and consulting-related services.

6. Other activity categories in the published regulations
The published SOHAR regulations also refer to banking/financial activities, educational activities and health activities, subject to the applicable Oman laws and competent authorities.
These categories should not be interpreted as automatic permission for a foreign investor to open a bank, school, hospital or regulated health/financial business. External regulator approval remains decisive.
7. Current SOHAR industry clusters
SOHAR’s current official website highlights a diversified industrial ecosystem including petrochemicals, plastics, metals and minerals, food, pharmaceuticals, logistics, renewable energy, circular-economy solutions, automotive and high-tech manufacturing.
A cluster is an investment signal, not a licence by itself. The project still needs the relevant activity, premises and approvals.

8. One licence does not replace external approvals
The SOHAR regulations state that the Operating Authority issues licences after obtaining the consent of competent authorities through the One-Stop Shop. That is why the same commercial licence can lead to very different approval stacks depending on the project.

9. Multiple activities need to be mapped carefully
The published SOHAR regulations state that, where a Free Zone User wants to conduct more than one activity, the relevant licence must be obtained for each activity under the regulation.
Do not assume that one broad activity wording covers trading, warehousing, manufacturing and services simultaneously. Map the real revenue streams and operating functions before submission.

10. Licence application and decision timing
The published SOHAR regulations state that a licence application is submitted on the required form with the listed documents and the plot or lease application as applicable.
The same regulations provide a decision period of up to 15 business days from completion of required documents, with extra time where environmental studies are necessary. This regulatory approval timeline should not be confused with the one-business-day company-registration statement in the Investor Guide.
Two different clocks: company registration can be fast after a completed file, while activity/licence/project approval can require additional review. Industrial/environmental projects can take longer.
11. Licence validity and renewal
The published regulations state that the licence is valid for one calendar year and renewed subject to the validity of the licence/lease position, payment of obligations and renewal fees. Confirm the live renewal process and Regulation 81/2026 interaction before relying on the historical wording.

14. Common mistakes
- Choosing the General Trade label before checking the products. Some goods need separate permits or may not fit the intended route.
- Assuming a commercial licence covers manufacturing. Processing can trigger industrial licensing.
- Using an Oman activity code as proof of SOHAR approval. Zone acceptance is a separate decision.
- Ignoring the premises. The licence and the physical operating model must match.
- Ignoring competent authorities. Health, finance, education and other regulated sectors need external approval.
- Assuming one licence covers multiple unrelated activities. Map each actual business function.
- Using cluster marketing as legal approval. A priority sector still needs an approved project and licence.
