1. Current industrial ecosystem
SOHAR currently highlights clusters including petrochemicals, plastics, metals and minerals, food, pharmaceuticals, logistics, renewable energy, circular economy, automotive and high-tech manufacturing.
The presence of a cluster can support supply chains and services, but it does not guarantee that every proposed manufacturing process will be accepted or that a specific plot/utility capacity is available.

3. Utilities must be designed around the process

4. Environmental and construction approvals
SOHAR’s Plot Work Permit process can require environmental permit, plot drawings, contractor/consultant details, execution plan, HSSE plan, baseline soil information, design verification and other approvals where applicable.

5. Machinery and industrial imports
Map the customs route for machinery, spare parts and raw materials before procurement. Current zone law/customs rules can provide relief for qualifying inputs used for the licensed activity, but the item and later use matter.
6. Workforce and commissioning
Separate construction labour, commissioning specialists and permanent operating staff. Regulated professions and current Omanisation requirements should be checked before recruitment.
7. Export and mainland routes
A factory can export outside Oman or sell into mainland Oman, but those routes are legally different. Mainland goods use the applicable customs/VAT route. Preferential FTA treatment depends on Rules of Origin.
