Oman Customs Registration and Bayan Account

An Oman company may need customs registration before it can use the Bayan system for commercial customs work.

The company must first have valid official records. An authorised person then starts the registration. After approval, the company can manage its Bayan users, branches and customs-system access.

A Bayan account does not approve every product or clear a shipment. Product permits, customs declarations and cargo release are separate procedures.

What Oman customs registration and a Bayan account mean

Bayan is the electronic customs system used by the Directorate General of Customs in Oman. It supports company records, users, customs declarations, permits, payments and other customs procedures.

Customs registration creates the company’s official position in Bayan. Bayan access allows approved users to enter the system and use the functions given to them.

Customs registration, Bayan access and customs clearance are connected. Each one has a different purpose.

Registration, access and clearance

  • Customs registration: Adds the company to Oman Customs’ Bayan environment.
  • Bayan access: Gives approved people permission to use the company account.
  • Customs clearance: Processes a specific shipment using its documents, goods details, permits and declaration.

A company may have an active Bayan account and still be unable to clear a shipment. Businesses needing help with a specific cargo movement can review customs clearance support in Oman.

What the company needs before registration

The details in the company application must match the connected government records. Expired or incorrect records can stop the process.

Active Commercial Registration

The company needs an active Commercial Registration, usually called a CR. The legal name, CR number, partners, managers, activities and authorised persons should be correct.

A company that is still creating or correcting its legal structure may first need Oman company setup advisory.

Valid Oman Chamber record

Oman Customs lists Oman Chamber of Commerce and Industry registration among the required company documents. The Chamber record should be active and consistent with the CR.

Authorised applicant

The person starting the application must appear in the company records as a partner, board member or authorised manager.

Working contact details

The company should use an accessible email address and mobile number. Bayan may send login details, notices and payment messages to the selected contact.

Correct commercial activities

The CR should include activities that support the company’s real trading work. Bayan registration does not add a new activity or replace another licence.

Companies still checking trading activities can search Oman commercial activity codes before requesting a formal update.

Special cases: The current Oman Customs registration page says that some foreign-registered companies operating in a free zone or as a bonded warehouse may need to visit a designated customs office and present their company documents.

How to register an Oman company with Customs

The screen wording may change. The main registration steps are usually as follows.

  1. Check the company records. Confirm the CR, Chamber record, authorised person and contact details.
  2. Prepare the documents. Keep clear copies ready before opening the application.
  3. Open the company-registration service. Use the official Oman Customs Bayan registration screen.
  4. Enter the identity details. The form asks for the applicant’s ID details and the company’s CR number.
  5. Use the available electronic identity method. The current screen shows PKI-enabled ID card and PKI-enabled SIM options.
  6. Review the retrieved company information. Check the legal name, CR information and the applicant’s position.
  7. Add the contact information. Enter a working email address and mobile number.
  8. Upload the documents. Make sure every file is clear and matches the application.
  9. Submit the request. Oman Customs may review the company, documents and applicant before approval.
  10. Check the login details. After successful registration, follow the instructions sent through the selected contact channel.

Documents shown as mandatory

  • Commercial Registration document.
  • Oman Chamber of Commerce and Industry registration.
  • Authorised-signatory signature copy.
  • A signed request letter on the company’s letterhead.

The company letter should include the CR details and the ID number of the person starting the application. The authorised applicant should sign it.

The current registration screen sets a 2 MB limit for each uploaded file. It lists XLS, PDF, DOC, DOCX, CSV, JPEG, GIF and PNG as accepted formats. The live screen should be checked before upload.

Setting up Bayan users after approval

The company should keep control of its main administrator account. Staff and other authorised people should have their own access where needed.

The official user-registration service says that the company or office administrator signs in as the User Administrator. The administrator then opens the individual-user registration area and enters the required information.

  • Confirm the user’s civil ID and contact details.
  • Confirm the person’s relationship with the company.
  • Give only the permissions needed for the person’s work.
  • Avoid sharing the main administrator password.
  • Remove access when a person leaves the company.
  • Update permissions when the person’s job changes.

The current public service page lists an OMR 10 registration fee per person. Fees can change, so the live payment screen should be checked.

Authorised persons and account control

Oman Customs states that the first company-registration request can only be started by a person listed in the company papers as one of the following:

  • A partner or shareholder.
  • A member of the board of directors.
  • An authorised manager.

The applicant’s identity and company position must match the official records. A consultant, employee or customs broker should not be treated as the first authorised applicant unless the official company records allow it.

Account control: The person who starts the registration can be different from the employee who later handles daily customs work. The company administrator should control users and permissions.

Adding a person as a Bayan user does not make that person a licensed customs broker. Customs-broker work has separate requirements.

Updating company data, activities and branches

Commercial Registration and Chamber updates

The Oman Customs public FAQ says that CR and Chamber data should update automatically after the records are renewed.

If the new information does not appear, first check that both records are active. Also check that the applicant still appears as an authorised person.

Company activities

The public FAQ says company activities can be reviewed through the company-management area in Bayan. The user can open the company review field, choose Edit, select the available activities and submit the change.

An activity should first exist in the official Commercial Registration. Selecting an activity in Bayan does not create a new legal activity in the CR.

Company branches

A branch that already appears under the company’s Commercial Registration may be added to the Bayan company position.

  1. Sign in with the responsible company account.
  2. Open the company-management area.
  3. Review the company data already held in Bayan.
  4. Select the option to add a branch.
  5. Complete the information and payment shown by the system.
  6. Add a registered user to the branch where needed.

The current public service page lists OMR 20 for branch registration. It also lists OMR 10 for an additional user who is already registered in the system.

Adding a branch in Bayan does not create a new branch in the Commercial Registration.

Product, activity and permit limits

An active Bayan account gives the company customs-system access. It does not give general approval to import every type of product.

The company may still need to check:

  • The correct commercial activity.
  • The HS code for the goods.
  • Import, export or transit restrictions.
  • Product permits and approvals.
  • Standards, testing or conformity requirements.
  • Labelling or health requirements.
  • Customs value, duty and VAT.
  • The customs rules for the selected port or customs procedure.

Oman Customs provides a public search service for import, export and transit requirements. It can show permits, restrictions, approvals and procedures from other government authorities.

Before shipping: Confirm the company account, activity, product rules and permits before the goods leave the supplier. Late checks can lead to delays, storage costs or rejection.

Frequently asked questions

Is Bayan registration the same as customs clearance?

No. Bayan registration creates the company’s customs-system position. Customs clearance processes a specific shipment.

Who can start the company registration?

The Oman Customs registration screen says the applicant must be listed as a partner, board member or authorised manager in the company records.

Can an employee open the first company account?

An ordinary employee should not be assumed to have this authority. The first application should be started by a person with the required position in the official company records.

Can employees use the Bayan account later?

Yes. The company administrator can register suitable users and give them the permissions needed for their work.

What documents are needed for company registration?

The current official screen lists the CR document, Oman Chamber registration, authorised-signatory signature copy and a signed company request letter.

Is there a fee for adding a Bayan user?

The current public user-registration page lists OMR 10 per person. Check the live service before payment because fees may change.

Can a company branch be added to Bayan?

Yes, when the branch already exists under the company’s Commercial Registration. The current public page lists OMR 20 for branch registration.

Does a Bayan account allow every product import?

No. The company must still check activities, HS codes, permits, restrictions and product rules.

Does Bayan registration add an import activity to the CR?

No. Commercial activities must be added through the proper commercial-registration and licensing process.

What should I do if login details do not arrive?

Check the email address and mobile number used in the application. The official registration screen says the forgotten-password function can be used after successful registration when login details were not received.

How long does company registration take?

Oman Customs does not publish one guaranteed time for every case. The timing can depend on the company records, applicant authority, documents, technical checks and Customs approval.

What happens after the CR is renewed?

The Oman Customs public FAQ says renewed CR and Chamber information should update automatically. Contact official support if the old information remains.

Importer-of-Record Planning

A Bayan account gives an eligible company and its authorised users access to customs functions; it does not replace the need to identify the legally responsible importer for each shipment. Before shipping, confirm whose name appears as importer or consignee, who holds the required activity and product permits, and who bears classification, duty, VAT and record-retention obligations.

Foreign suppliers without an Oman entity should review the available local importer and importer-of-record routes. The agreement should align the sales contract, invoice, shipping documents, customs declaration and product-compliance responsibilities.

Conclusion

Oman customs registration connects an eligible company to the Bayan system. The company needs correct official records, an authorised applicant and the required documents.

After approval, the company should control its users, keep its data updated and check product requirements before any commercial shipment.
