Start with your real goal

Write one clear sentence: “I want Oman because…”

Your answer may be to sell in Oman, serve clients in the Gulf, export goods, hold property, gain long-term residence or move to a calmer place. Each goal needs a different check.

A company is useful when you plan to operate a real business. Property can suit a person who wants a home or a long-term asset. A residence programme can suit a person who can keep the required investment. One route should not be used to solve a different problem.

Also ask where you need to be. Muscat may suit a service business. Sohar, Salalah or Duqm may suit some trade, industry and logistics plans. The right place depends on customers, suppliers, staff, ports, licences and living needs.

Useful question: If Oman did not offer residence, would the business, property or life plan still make sense? If the answer is no, review the plan with extra care.

Are your target customers in Oman?

Do not start with a general idea such as “people in Oman need this”. Name the buyer. It may be a hotel, factory, school, family, government supplier, shop, developer or online customer.

Then ask how many possible buyers exist, who already serves them and how they choose a supplier. A model with a few high-value clients may work with a small customer group. A low-price product may need far more sales.

Speak to possible customers before you register. Ask about price, quality, payment time, current suppliers and the reason they may change. Friendly interest is not a sale. A written order, trial project or clear buying process is stronger proof.

If your customers are outside Oman, check why the operation should be in Oman. A port, free zone, factory site, trade route or skilled team may give a clear reason. If Oman adds one more border and more cost, another base may be better.

Can your budget cover the full first year?

The first government payment is only one part of the budget. Build two lists.

One-time costs

  • registration and licence fees;
  • documents, translation and legal work;
  • sector approvals;
  • property deposit, fit-out, equipment or stock;
  • residence, medical and ID steps where needed.

Running costs

  • rent, utilities and transport;
  • salary, work permit, insurance and staff costs;
  • accounting, tax work and annual reports;
  • renewals, banking and payment costs;
  • sales, travel and customer support;
  • family housing, school and health costs if you will move.

Use a low-sales case. Ask how long you can continue if sales take six or twelve months. Add a cash buffer for delays and changes.

Tax also affects cash flow. Commercial registers must register for income tax. The general rate for institutions and commercial companies is 15% of net taxable income. A 3% rate can apply to a small enterprise only when it meets the official conditions. The standard VAT rate is 5%, but registration and tax treatment depend on the business and its supplies.

For personal planning, Oman has issued a Personal Income Tax Law. It is due to start in 2028. It applies at 5% to certain annual income above OMR 42,000, under the conditions in the law. Include this future rule if your plan continues into 2028.

Does your plan have enough time?

Oman may suit a person with a medium or long time plan. It may be harder for a person who needs quick profit or an urgent move.

Some company steps are online. Other steps may depend on an authority, bank, landlord, sector regulator or employer system. A simple registration date does not show the full time needed to become ready for work.

Your timeline should include market testing, approval checks, setup, banking, staff, sales and the first customer payment. Keep extra time for document questions and special approvals. Do not promise a delivery date to your customer until the main approvals are clear.

Can you build local relationships?

A licence gives legal permission. It does not give customers, suppliers or trust.

Many plans need local work after setup. You may need to meet buyers, visit sites, compare suppliers, follow payments and understand how decisions are made. A person who can stay present and follow up has more information than a person who manages everything from far away.

A local shareholder is not required for every foreign business. Local knowledge can still be important. This may come from staff, customers, advisers, suppliers or a real business partner. Check the person, role, payment and authority before you sign any agreement.

If your plan depends on one contact, one possible contract or one verbal promise, the risk is high. Build more than one route to customers and suppliers.

Can you manage staff and compliance?

Oman allows 100% foreign ownership in most industries. Some activities are restricted or need a local partner, extra approval or a special licence. Check the exact activity in the live government system before registration.

The activity on the commercial registration must match the real work. It can affect licences, premises, staff, banking, tax and contracts. A broad title is not enough. Check each activity code and each regulator.

If you hire staff, check the job title, work permit, employment contract, insurance, Social Protection Fund duties and Omanisation rules. The required Omani employment level can change by sector, company type and official decision. Some jobs are also reserved for Omanis.

Keep invoices, contracts, bank records and accounting records from the first day. Set reminders for licence, tax, labour, residence and lease dates. A company with no sales can still have reports and renewals to complete.

Important: Easy registration does not mean that every activity is open or that later approvals are automatic. Check the activity, ownership, premises and staff rules together.

Business, property and residence are different paths

Operating a business

This path may fit if you have real customers, a permitted activity, enough cash and a person who can run the work. Choose between mainland and a zone after you know where the customers and goods will be.

A mainland structure may suit direct work in the local market. A free zone or special economic zone may suit some export, trade, storage, industry or logistics models. Zone rules, incentives and access to the local market are not the same in every place. Check the exact zone and activity.

Buying property

This path may fit if you understand the legal title, approved ownership area, payment plan, service charges, handover date, rental demand and resale market. Check the exact unit and project. A sales brochure is not proof of legal ownership or a residence right.

Ask what happens if construction is late, you cannot pay an instalment, the tenant leaves or you need to sell. Confirm any residence benefit in the live official system before you buy.

Long-term investment residence

Oman has an official Golden Residency programme with a renewable 10-year residence route. Eligibility depends on the approved route and current conditions. The investment must make sense even after you include holding costs, risk and exit limits.

Residence does not give the same rights as citizenship. It also does not remove business, property, tax or labour duties. Check how long you must keep the investment and what is needed for renewal.

  • A founder with no cash for renewals, records, rent, staff or slow sales.
  • A person who cannot visit Oman or appoint a trusted operator.
  • A model that depends only on cheap foreign labour.
  • An activity that is restricted, unclear or needs an approval the investor cannot obtain.
  • A buyer who expects a property or residence agent to guarantee returns or approval.
