Which Al Nakheel is this?

The name “Al Nakheel” means “the palm trees” and appears in many Gulf property names. This article covers only the Al Nakheel Integrated Tourism Complex at Al Rumais in Barka, Oman.

This distinction is legally important. A nearby plot with “Nakheel” in its advertisement does not receive the project’s title, residence or amenity rights. The sale contract must name the correct approved project, phase, plot and unit.

Location in Al Rumais and realistic access

Al Nakheel is on the Al Rumais coast in the Wilayat of Barka. Barka is west of Muscat Governorate and Muscat International Airport. The area connects to the Muscat–Barka road corridor, but it is not central Muscat and it is not an airport-adjacent project.

The Drive research claimed ten minutes to the airport and two minutes to Sultan Haitham City. These times are not credible for the stated Al Rumais location and were removed. The project website gives site coordinates, but its “sales centre” location points to Telal Al Qurm in Muscat. A buyer should not confuse a sales office with the development site.

Drive the route from the actual site gate. Test work, airport, school, hospital and supermarket trips at useful times. Also inspect coastal drainage, flood level, salt exposure and future road access. A short marketing time does not explain daily life.

Development history and project structure

Oman’s Ministry of Tourism signed the development agreement with Palm’s Beach Company in April 2017. Early public material said the first phase was expected to start in 2018. The main Phase One launch took place in May 2022, and a roads and infrastructure package followed in January 2023.

This is a long development history. The project is now active, but it moved much more slowly than early public expectations. Current foundation work does not erase the years between agreement and vertical construction. The article therefore classifies Al Nakheel as developing after delay, not as an established destination.

Current 2026 reporting identifies ALARGAN Towell Investment Company as the continuing developer. It also names Al Nakheel Company and its chief executive in the project team. ALARGAN Towell brings together ALARGAN International and Oman’s WJ Towell Group. Exact ownership percentages and liabilities were not verified and are not stated here.

In June 2026, the Undersecretary of the Ministry of Heritage and Tourism visited the site with project leaders. The report described ongoing infrastructure and construction work and a move from planning to on-ground implementation. It did not announce completion or an opening date.

Source-quality warning

The current project website is useful because it reports foundation and podium works. However, it also contains clear quality problems. Its residence text says the Oman project is in one of “Dubai’s most sought-after destinations”. It repeats sections, shows generic leadership names, links a progress button to a development domain and mixes the Al Rumais site with a Muscat sales-centre address.

These errors do not prove the project is false. They do mean that the website cannot be treated as contract evidence. Every important claim needs a dated authority document, developer letter, approved plan or signed agreement for the exact unit.

What is under construction and what remains planned?

The current website calls the first residential release Signature Residences. It describes three apartment blocks with one-, two- and three-bedroom homes and townhouses. The June 2026 progress report gives a larger breakdown of 452 apartments and 30 townhouses. These are project-plan numbers, not proof that units are complete or available today.

The official site’s current construction section says foundation and podium-level structural works are underway. It does not give a dated percentage, completion certificate or contractual handover date. The exact building, floor and unit therefore remain essential.

Crystal Lagoons reported in July 2022 that work had begun on a 12.6-acre lagoon. It described three hotels and a larger future residential programme around it. The current Al Nakheel site still presents the lagoon as a key amenity but does not prove that it is filled, commissioned or open. Technology claims about lower water, chemical or energy use describe the supplier’s system model, not measured Al Nakheel operation.

The June 2026 report said initial licensing procedures were nearing completion for the Pickalbatros hotel, aqua park, serviced accommodation, commercial zone and residential component. “Nearing completion” is not a licence. Buyers should request the current project licence, phase approval and permission to sell the exact off-plan unit.

The lagoon may become a strong visual and leisure centre. It may also create special operating costs. Ask who owns it, who may enter, whether public tickets are planned, how owners access it, what hours apply and how water quality, safety, insurance and maintenance are funded.

Coastal buildings need inspection for salt, humidity, waterproofing, corrosion and cooling performance. Low-lying land also makes drainage and flood planning important. Request site levels, drainage design, insurance terms and emergency access information.

There is no dependable public basis for a fixed rent, yield or appreciation forecast. Early owners may compete with later developer phases. Can a foreign buyer own in Al Nakheel Barka?

The project is publicly described as an Integrated Tourism Complex and as a freehold development open to international buyers. Gov.om’s title-transfer service says foreign nationals may buy within ITCs. This supports foreign ownership in principle, but the exact unit and phase still need legal confirmation.

It also includes an escrow-account step. A buyer should confirm how these rules apply to the exact Al Nakheel phase rather than relying on a brochure or receipt.

Property-owner residence and Golden Residency

Gov.om publishes a two-year residence service for owners of residential units in Integrated Tourism Complexes. It asks for ownership evidence and a project-location letter and currently lists other conditions. A qualifying completed Al Nakheel home may support an application, but a reservation or instalment does not create residence automatically.

Check the applicant, property and live process through Oman visa and residency services. Do not use a developer’s broad “residency” statement as an approval from the Royal Oman Police.

Ten-year Golden Residency

Oman Golden Visa and 10-Year Golden Residency is a separate investment programme. Current official guidance describes a renewable ten-year route and a minimum qualifying investment of OMR 200,000. The property route focuses on qualifying completed ITC units. The threshold is not a visa fee and does not guarantee approval.

An Al Nakheel marketing price, reservation, instalment plan or unfinished unit is not proof of eligibility. Completion, accepted value, actual payment, title, registration and the authority’s decision all matter.

Residence does not permit work or business activity

Important: Al Nakheel property ownership, a title deed, property-owner residence or Golden Residency does not by itself permit employment, freelancing, providing services, trading, commercial rentals or operating a business in Oman.

An operating founder normally needs a separately registered company with the correct activities and any required labour, immigration, municipal, premises, tourism and sector approvals. Company registration alone does not guarantee work permission, residence approval, a bank account or operational readiness.

Gov.om’s work-visa service shows a separate employer and Ministry of Labour process. A person planning active rental management or another commercial activity should review company registration in Oman and the licences for the exact operation.
