The phrase banned job titles for work visas in Oman means occupations that non-Omani workers cannot use for a work permit under current labour rules.
The exact Arabic occupation in the Ministry of Labour system is important. A normal English title may match an Arabic title that is restricted.
The main legal list comes from Ministerial Decision 235/2022. Ministerial Decision 501/2024 added more occupations and set later start dates for some technology and operations roles.

Current restricted titles and main groups
The list covers many types of work. Large groups include management, administration, human resources, public relations, clerical work, accounts, insurance, customs, sales, reception, tourism, transport, security, warehouses and some technical roles.
Decision 501/2024 also added roles in hospitality, quality control, drilling, logistics, vehicle sales and information technology. Most of these additions started on 2 September 2024. Five titles started on 1 January 2025. Three titles started on 1 January 2026.
Important for 2026: Computer Programmer, Computer Engineer and Computer Operator are now restricted. Website Designer and Operations Analyst are shown in the legal list, but their restriction starts on 1 January 2027.

How to verify a job title before applying
Start with the real duties of the employee. Then find the exact occupation in Arabic. Do not rely only on a business card, an English contract title or a title used in another country.
- Check the Arabic occupation name and code in the Ministry of Labour system.
- Compare the title with the full legal list above.
- Check the effective date, especially for technology roles.
- Use the Ministry’s live activities and professions inquiry.
- Check whether the company activity supports the real role.
- Check the company type, size, location and Omanisation position.
- Keep a record of the title and result used for the application.
The legal list is important, but it is not the only check. The Ministry’s live system can show other limits linked to an activity, occupation, company size, service, governorate or wilayat.
Employer responsibilities
The employer must request a title that matches the employee’s real work. The title should also fit the company’s licensed activity and labour plan.
The employer should check the title before paying fees, signing final documents or asking the employee to travel. A title should never be changed only to pass the system when it does not match the real role.

Possible consequences for the employee
A restricted or wrong title can stop a new application. It can also create a problem during renewal, transfer or title change.
The employee should check that the work contract, labour record and real duties are consistent. The employee should not start work under another employer or in a different role without the required Ministry approval.
Decision 235/2022 states that permits already issued for listed occupations could continue until their expiry. A renewal or later change must still be checked under the rules and live system in force at that time.

Frequently asked questions
Are all jobs closed to foreign workers in Oman?
No. Oman allows foreign workers in many occupations. The employer must use an occupation that is open, accurate and supported by the Ministry system.
Is a restricted title the same as Omanisation?
No. A restricted title is closed to non-Omani workers. Omanisation usually sets a required level or placement of Omani workers. Both rules can affect one application.
Can an existing permit continue after a title is restricted?
Decision 235/2022 allowed permits already issued for the listed occupations to remain valid until expiry. Renewals, transfers and later changes must be checked again.
