The model uses long-term rent in practical, established areas. It does not compare a luxury Dubai villa with a low-cost Muscat flat.

The single-founder model assumes one adult, normal groceries, basic communications and local transport. The couple model assumes two adults sharing a home. The family model assumes two adults and two school-age children, a larger home, one normal family transport budget and mid-market private or international school fees.
All three models exclude company costs, business travel, debt payments, luxury spending, major savings goals, full-time domestic staff and the purchase price or finance payment for a car.

No city is automatically “best” or “cheapest”. A lower personal budget has little value if the city does not fit the founder’s customers, licence, hiring plan or residence route.
Housing, rent payment and deposits
Housing is usually the largest monthly cost. It is also the largest initial cash need. A founder should compare the annual contract, not only the advertised monthly rent.

Riyadh rent rule: Saudi Arabia suspended annual increases in the total rent of residential and commercial contracts inside Riyadh’s urban boundary for five years from 25 September 2025. The official rules also address previously rented vacant units. Check the live Ejar record for the exact property before relying on this protection.
Keep at least two to four months of housing cost available for the move. A city with an affordable monthly rent can still need high cash at the start.
Utilities and communications
Air conditioning creates the largest seasonal change. A large home with old units can cost much more than a smaller, insulated apartment.

Transport and vehicles
Muscat, Manama and Kuwait City are usually easier with a car. Dubai and Doha have useful metro networks for some routes. Riyadh’s public transport network can reduce some trips, but the home, office and school still need to match the route.

The allowance covers normal local use. It does not include buying a vehicle, a large finance payment or frequent intercity travel.
Groceries, household spending and domestic help
A matched grocery basket assumes cooking most meals and using a mix of local, regional and normal imported products. Premium imported food, delivery and daily coffee can move a household above the range.

For occasional cleaning, keep a separate monthly allowance. Full-time domestic work is different. It may involve sponsorship, a legal employment contract, insurance, accommodation and other duties. Do not compare a live-in worker with a few hours of cleaning.
Health insurance and medical costs
Health insurance should be checked before the move. A low premium does not prove that the main hospitals, medicines, maternity care or old conditions are covered.

The matched household budgets include a normal allowance for co-payments and simple medical spending. They do not include treatment for a serious condition or an unquoted annual insurance premium.
Schools and childcare
School is often the second-largest family cost after rent. Curriculum, grade, school rating, transport, books, uniforms, capital fees and registration can all change the final invoice.

Childcare can add another monthly cost. Ask for the hours, meals, transport, holiday care and refund terms. A nursery price should not be treated as a full school-day price.
Family decision rule: choose the school before the home. A cheaper home can create a second-car need, long school runs and more daily stress.
Residence and family-move costs
Residence cost is not one comparable household price. A company-linked founder permit, employee permit, spouse permit, child permit and long-term investment residence are different routes.

For Oman, the public ROP page currently lists OMR 30 for the ordinary family-joining visa and OMR 11 for a two-year resident card. Other medical, document, insurance and professional costs can apply. Use Oman visa and residency services to review the correct company, work, family or long-term route before budgeting the application.
Personal-tax considerations
As reviewed in August 2026, normal employment salary is generally not subject to a broad personal income tax in the UAE, Saudi Arabia, Qatar, Bahrain or Kuwait. Business income, permanent-establishment income, social insurance, municipal charges and home-country tax can still apply.
Oman has issued a Personal Income Tax Law that is due to start at the beginning of 2028. The published law applies a 5% rate to certain annual income above OMR 42,000, subject to its conditions, deductions and executive rules.
Tax warning: living in a GCC city does not automatically end tax residence in another country. Founders with foreign companies, investment income or time in several countries should obtain cross-border tax advice.

The family table includes two mid-market school allowances. Premium schools can push the total much higher. A lower-cost community school can reduce it.
Founder runway and salary planning
Personal runway and business runway answer different questions. Personal runway shows how long the household can live. Business runway shows how long the company can operate.
Personal runway in months = liquid personal cash ÷ (normal monthly household cost + annual costs divided by 12 + contingency)
- Use the high end of the city range when income is not yet stable.
- Add school, annual insurance and residence renewal before dividing.
- Add 10%–20% for price changes and mistakes.
- Keep at least three months of emergency cash outside the business account.
- Do not set founder salary only from the company’s first good month.
A practical salary target is the normal household cost, plus one-twelfth of yearly costs, plus a buffer and planned savings. If the business cannot support this salary, the founder needs personal reserves or a lower-cost household plan.

Are school fees included in the family figures?
Yes. The family figures include an allowance for two children in mid-market private or international schools. Premium schools, transport and one-time fees can raise the total.
Are visa and residence fees included?
No. The route can depend on a company, employer, family sponsor, property or investment. Add the actual permit, ID, medical, insurance and document costs after the route is confirmed.
Can the Oman estimator compare all six cities?
