IT and Software Company in Oman: Activities, Licences and Market Setup

An IT and software company in Oman can serve local or international clients. Its work may include software development, websites, mobile apps, systems analysis, IT support, networks, installation or technology consulting.

The correct setup depends on the exact service. A simple software studio is different from a telecom operator, a cyber-security testing company or a provider working with government systems.

The main early decision is activity selection. The company should register activities that match its contracts, invoices, staff roles and real work.

Software revenue models and platform access

The registered activities and operating evidence should match the revenue model. Custom development, SaaS subscriptions, mobile-app sales, managed IT services and digital products can create different contract, tax, payment and provider questions.

An Oman company does not guarantee Stripe, Google Play, marketplace or banking approval. Provider rules, identity, residence, ownership, activity and KYC must match.

Start with these five questions

  • What will the company sell?
  • Will it build software or also install equipment?
  • Will it provide telecom or cyber-security services?
  • Will it work with private clients, government entities or both?
  • Which staff must work inside Oman?

Define the business model before registration

A technology company should not register every available IT activity. It should choose a clear model that matches the first year of work.

Software development company

This model builds custom systems, web applications, mobile apps or internal business tools. Its contracts usually cover design, development, testing, deployment and maintenance.

IT support and managed services company

This model supports users, devices, servers, software and business systems. It may also provide help-desk services, maintenance visits and service-level agreements.

Network and installation company

This model designs or installs local networks, cables, routers, switches and related equipment. The activity must match both service work and any equipment sales.

IT consulting company

This model provides systems analysis, digital planning, architecture, vendor selection, project management or technology audits. Some government work may require provider accreditation.

Cyber-security company

This model may provide risk reviews, penetration testing, code review, security monitoring or incident response. Commercial registration alone may not be enough for every service or client.

Technology activities

The company should separate its core activity from support activities. This makes the licence, contracts and bank explanation easier to understand.

ServiceWhat it normally coversWhat may need a separate activity
Software developmentCustom programs, portals, mobile apps and integrationsSoftware resale, hosting or regulated platforms
Website workDesign, development, updates and technical maintenanceAdvertising, media publishing or e-commerce operation
Systems analysisRequirements, workflows, architecture and solution designManagement consulting outside the IT scope
IT supportUser support, system checks and technical maintenanceHardware repair, retail sales or telecom services
Network workInternal network design and installationPublic telecom networks, radio or internet services
Cyber securitySecurity advice, testing and protection servicesAccredited government or critical-infrastructure work

Important: One broad IT activity may not cover equipment sales, hosting, telecom services, digital marketing, training or cyber-security testing. Check each revenue line before registration.

When special approval may be needed

Not every technology activity needs approval from the Telecommunications Regulatory Authority. Normal software development and ordinary IT consulting are different from regulated telecom services.

Telecommunications Regulatory Authority

A TRA licence or permit may be relevant when the company will establish or operate a public telecom network, provide public telecom services, provide international access, use radio frequencies, offer certain satellite services, or operate other regulated telecom services.

Some private networks, tracking systems and Internet of Things services also have separate permit rules. A company that only installs a normal internal office network should not assume that it is a telecom operator.

Government IT service-provider accreditation

MTCIT has an accreditation service for IT providers that serve government entities. It uses technical and administrative standards, periodic technical audits and security clearance.

This does not mean that every software company needs the same accreditation. It matters when the service and client fall inside the accreditation programme.

Cyber-security services

Security assessments, penetration testing, managed security services and work for government or critical infrastructure may have added standards or approved-provider requirements.

The exact check should cover the service, client type, data access, testing method and systems involved. Do not market an approval or accreditation before it is issued.

Client-sector approvals

A software company may work for a bank, clinic, school, insurer or government entity. The client may impose sector standards even when the software company has a normal commercial registration.

Mainland or Knowledge Oasis Muscat

An IT company does not need to be inside Knowledge Oasis Muscat. It can register and operate from another suitable mainland location, subject to its activities and operational approvals.

Madayn describes Knowledge Oasis Muscat as a technology park. It should not be treated as a free zone by default. A company should confirm the current admission, lease and registration structure before making a location decision.

Choosing activity codes

Activity codes should match the real service and invoice description. Similar words can lead to different activities, approvals and staffing rules.

Example codeActivity labelPossible use
620102Designing and programming softwareCustom software, web applications and mobile apps
620101Systems analysisRequirements, systems design and solution analysis
620199Other activities related to computer programming activitiesProgramming work not covered by a more exact code

The live Oman Business Platform may use more detailed activities for support, maintenance, networks, installation, website work, cyber security, hosting, equipment sales or training.

Use the Oman Verified tool to search Oman business activity codes. The tool helps find codes, but it does not prove foreign-ownership eligibility or regulatory approval.

Check before submission: Activity names, code availability, ownership rules and linked approvals can change. Confirm the final selection in the live government system.

Contracts, data and tax duties

Software and IT contracts

A clear contract protects both sides. It should define the work, price, dates, testing, acceptance, support and change-request process.

  • Describe each deliverable.
  • State who owns the source code and final product.
  • List third-party licences and subscription costs.
  • Set payment stages and acceptance rules.
  • Define support hours and response times.
  • Add confidentiality and security duties.
  • Explain termination and data return.

Personal data protection

Oman’s Personal Data Protection Law applies when a company controls or processes personal data. The executive regulation gives more detail on consent, notices, rights, security measures and compliance procedures.

The contract should state whether the company is a controller or processor. It should also cover access, storage, security incidents, subcontractors, deletion and cross-border data handling.

A permit is required before processing certain personal data listed in Article 5 of the law. The permit application includes a data-protection policy and breach precautions.

Tax and invoicing

Income-tax registration is required within 60 days from starting activity or company registration. The standard company income-tax rate is 15% of net taxable income.

A 3% rate exists for qualifying small enterprises under specific conditions. Eligibility should be checked with the Tax Authority.

Mandatory VAT registration starts when taxable annual supplies reach or are expected to reach OMR 38,500. Voluntary registration can start from OMR 19,250. The basic VAT rate is 5%.

Payments to a non-resident may face 10% withholding tax for listed income. This includes software-use rights, royalties, management fees and services. Tax-treaty treatment may change the final result.

Read the wider guide to Oman tax rules for companies before signing cross-border software or licence contracts.

Office and staffing

A software team may work partly online, but the company still needs a valid business structure and address. A lease may also be requested for the foreign-investment licence and other operational steps.

The best office depends on staff, client meetings, equipment, municipality rules, labour files and visa needs. A network installation company may need more space than a small consulting studio.

One Omani employee after the first year

Under Ministerial Decision 411/2025, a company established by a foreign investor must appoint at least one Omani worker after one year from starting commercial activity. The worker must be registered with the Social Protection Fund.

Restricted IT job titles

Ministerial Decision 501/2024 added several IT jobs to the list restricted to Omani workers. The dates are phased.

Effective dateRestricted job titles
1 January 2025Systems analyst, information-systems network specialist and computer-maintenance technician
1 January 2026Computer programmer, electronic computer engineer and electronic computer operator
1 January 2027Website designer and operations analyst

The legal job title matters. A company should not assume that every technical role has the same visa position. Check the live Ministry of Labour activity and profession system before hiring or promising a foreign employment visa.

See Omanisation requirements for companies and the Oman employment visa process for the wider employment framework.

Short company, residence and banking pathway

  1. Define the service and target clients.
  2. Select activities and check foreign-investment restrictions.
  3. Check TRA, MTCIT, cyber-security or client-sector approvals.
  4. Choose the legal form and business location.
  5. Register the commercial record through the Oman Business Platform.
  6. Complete the foreign-investment licence when the company is subject to that law.
  7. Complete tax, labour, address and sector registrations.
  8. Prepare the owner-residence and company bank files.

For the full registration process, use Oman company setup advisory.

Owner and employee residence steps are separate from the commercial activity. See residency services for company owners.

Banks review the company model, shareholders, source of funds, expected transactions and supporting contracts. See corporate bank account opening support in Oman.

Costs and planning tools

There is no reliable single package price for every technology company. The final cost depends on the legal form, declared grade, activities, approvals, address, shareholders, residence applications and professional support.

Cost groupExamples
Company costsCommercial registration, chamber, activity licences and investment licence

You can estimate general mainland setup costs. The estimator does not calculate sector approvals, premises, equipment, staffing or specialist technology licences.

Common mistakes

  • Registering one broad activity for several different services.
  • Using a contract description that does not match the licence.
  • Assuming every IT company needs TRA approval.
  • Assuming no cyber-security service needs extra review.
  • Calling Knowledge Oasis Muscat a free zone without checking the structure.
  • Ignoring restricted IT job titles before hiring foreign staff.
  • Starting work without clear source-code and intellectual-property terms.
  • Sending personal data abroad without a compliance review.
  • Ignoring withholding tax on foreign software and service payments.
  • Quoting a fixed setup cost before checking approvals and premises.

Practical checklist

  • Write a one-page description of the business model.
  • List every service that will appear on invoices.
  • Separate software, support, networks, sales and cyber security.
  • Search the current activity codes.
  • Check foreign-ownership eligibility for each activity.
  • Identify any TRA, MTCIT or sector approval.
  • Choose mainland premises or apply to KOM.
  • Map all staff roles to legal Ministry of Labour titles.
  • Prepare software, support and data-processing contracts.
  • Plan tax, VAT and withholding-tax compliance.
  • Prepare evidence for banking and source-of-funds review.
  • Confirm all requirements again before submission.

Conclusion

An IT and software company in Oman can have a simple structure when its work is clearly defined. Problems usually start when software, telecom, equipment, cyber security and consulting are mixed without the correct activities.

Choose the activities first. Then check approvals, staff titles, data duties, contracts, premises and taxes. This creates a cleaner registration and a stronger operating file.
