Muscat Hills: Area, Lifestyle, Property and Residency Guide

Muscat Hills golf course and residential community in Muscat, Oman

Muscat Hills is an established mixed residential and business area near Muscat International Airport, known for golf-side homes, The Boulevard and the course now operating as LA VIE Country Club. It may suit buyers who want airport access, city living or golf nearby. It is not a failed or abandoned project. However, the name “Muscat Hills” is used for more than one building and subproject. A foreign buyer must confirm the legal status of the exact unit, not rely only on the area name.

What and where is Muscat Hills?

Muscat Hills is in the modern airport side of Muscat. It sits around Airport Heights and Madinat Al Irfan, between important roads, offices, hotels and newer city districts. This makes the area different from a beach resort. It is mainly an urban community where residents can reach work areas, the airport and central Muscat by car.

The original Muscat Hills identity grew around a green 18-hole golf course. The official Muscat Hills International Development page says the course opened in 2006 and the core low-density residential community was completed in 2015. The course is now presented and operated as LA VIE Country Club. Its official site shows current tee-time booking, lessons, a golf academy and an 18-hole course. This is useful evidence that golf is an operating amenity, not only an old master-plan promise.

Access is one of the main reasons people consider Muscat Hills. Developer travel times can be helpful as a rough guide, but they are not a promise. Actual time depends on the building, road, traffic and time of day. A buyer should test the route from the exact unit to the airport, office, school, hospital and daily shops.

The boundary problem: an area name is not a title right

“Muscat Hills” can describe the original golf community, The Boulevard, nearby towers, or the wider airport district. Advertisements may also use nearby names such as Airport Heights, Madinat Al Irfan or LA VIE. These names are useful for location, but they do not prove that a specific apartment or villa is inside an Integrated Tourism Complex, or that a foreign national can own it.

This distinction is important. Foreign ownership in Oman depends on the legal position of the exact property. A building beside an eligible project is not automatically eligible. A marketing brochure, map pin, agent message or similar building name is not enough. Ask for the title deed, cadastral information, unit number, project approval and written confirmation of the ownership route before paying a reservation amount.

Current status: established, active and still changing

Muscat Hills should be described as active and established. The original golf-side community is completed, occupied homes exist, and secondary-market transactions and rentals are possible. The Boulevard has apartments, offices and shops. The country club has a live website and booking activity. These points separate Muscat Hills from an abandoned or cancelled plan.

At the same time, “established” does not mean every part is finished or unchanged. The golf destination has been renewed under the LA VIE name, and official LA VIE material also presents newer hospitality, residence, wellness, retail and dining elements. A page that still says “coming early 2026” may not show the exact delivery position today. Buyers should therefore separate operating facilities from announced facilities and ask for current, dated evidence.

Golf, The Boulevard and daily life

Golf is the clearest lifestyle feature. LA VIE Country Club describes an 18-hole course designed by Paul Thomas, a practice range and an academy. A golf view may be valuable to some residents, but a view is not the same as membership. A buyer should ask whether club use is included, discounted or fully separate, and whether those terms can change.

The Boulevard gives parts of Muscat Hills a more urban feel. The developer says it combines apartments and offices with pedestrian areas and more than 60 retail outlets as of May 2025. This can make daily life easier, but the experience differs by building. Some units may be close to cafés and activity; others may be quieter or require a car.

Muscat’s climate also matters. Shaded routes, parking, lifts and short indoor links can be more important than a master-plan drawing suggests. Visit during the day and evening. Check road noise, aircraft noise, construction, sun direction, parking access and the walk to daily services. A golf-facing home can have a different noise and privacy pattern from a Boulevard-facing apartment.

Residential choices are not all the same

Original golf-side homes

The original community includes apartments, townhouses, villas and custom estates around the course. These homes may offer mature landscaping and an established setting. Their age also means buyers should inspect waterproofing, air-conditioning, windows, pools, roofs, landscaping systems and any past alterations. A completed home still needs technical due diligence.

Golf Tower and apartment buildings

Apartment towers can suit buyers who prefer a smaller unit and shared building services. But two apartments with similar size can have different parking rights, views, service charges, management quality and title wording. Check the building’s sinking fund, insurance, lift history, fire-safety records and major planned repairs.

Rose Village

The developer describes Rose Village as a completed group of 39 freehold three- and four-bedroom townhouses beside the course, completed in 2021. This is a specific residential product, not a description of all Muscat Hills homes. A buyer still needs to check the exact townhouse title, condition, private features, community rules and ongoing costs.

The Boulevard and newer LA VIE homes

The Boulevard has a larger mixed-use environment with apartments, offices and retail. Newer LA VIE-branded homes and hospitality elements may have different developers, completion dates, contracts and operating models. Never treat a hotel residence, serviced unit, ordinary apartment and freehold townhouse as legally or financially identical.

Can a foreign buyer own property in Muscat Hills?

A foreign national may be able to buy an eligible unit in Muscat Hills, but the answer must be confirmed unit by unit. Oman’s official title-transfer service says foreign nationals may buy within Integrated Tourism Complexes. The service also requires the sale contract and property documents. This supports a simple rule: ownership comes from the approved legal status and registered transfer, not from advertising language.

Before signing, follow the Oman property purchase process and obtain independent legal review. The lawyer should confirm the seller, title, project approval, mortgages, restrictions, completion status, payment terms and the buyer’s right to register the unit. If a separate storage room or parking space is promised, confirm whether it appears on the title or only in a use agreement.

The full cost is more than the sale price

This guide does not publish a Muscat Hills price range because asking prices change and unit differences are large. A fair comparison should use the complete cost for the exact unit.

  • Purchase price and payment schedule
  • Registration, title-transfer and government charges confirmed for the transaction
  • Legal review, valuation and technical inspection
  • Agent or broker fee, if applicable
  • Mortgage arrangement, valuation and insurance costs, if financing is used
  • Annual building and community service charges
  • Club or amenity membership that is not included
  • Utilities, cooling, internet and connection deposits
  • Furniture, appliances, curtains and move-in work
  • Repairs, air-conditioning replacement and long-term maintenance
  • Rental management, leasing and vacancy costs for landlords

Ask for at least the latest service-charge invoice, the current budget and any known special assessment. In an older building, a low past charge may not cover future repairs. In a newer building, the first operating budget may change after owners take control. Compare buildings, not only unit prices.

Property-owner residence and Golden Residency are different

Two-year property-owner residence

Gov.om has a property-owner residence service for owners of residential units in Integrated Tourism Complexes. The public service page describes a two-year residence visa and asks for ownership and location evidence. It also lists other conditions that can change and includes unusual wording about a commercial register. Do not assume that a purchase gives automatic residence. Check the current requirements for the named applicant and unit before purchase and again before filing.

Property-owner residence is linked to a qualifying property and an approved application. It is not the same as an entry visa, employment status or citizenship. Family treatment, document validity, medical steps and renewal rules should be checked through official channels or Oman visa and residency services.

Ten-year Oman Golden Residency

The Oman Golden Visa and 10-Year Golden Residency is a separate programme. Current official guidance describes a renewable ten-year route with a minimum qualifying investment of OMR 200,000. Real estate is one possible route, and current ministry guidance focuses on completed units in Integrated Tourism Complexes. The threshold is an investment requirement, not a government fee and not a promise of approval.

A Muscat Hills unit does not automatically create Golden Residency. The applicant must meet the current programme rules, document the qualifying investment and pass the application checks. If several assets are used, or a mortgage is involved, obtain written advice on what value counts. Do not rely on an agent’s verbal statement.

Residence does not authorise work or business

Important: Buying property, holding a title deed, receiving property-owner residence or receiving Golden Residency does not by itself permit employment, freelancing, professional practice or operating a business in Oman.

An operating founder normally needs a separately registered company with the correct business activities, plus any required labour, immigration, municipal, premises and sector approvals. Company registration alone does not guarantee a work authorisation, residence approval or bank account.

Gov.om’s work-visa service shows the separate employment route: it is issued through an employer and needs Ministry of Labour licensing and a work permit. A person planning to run a company should review company registration for foreign founders before choosing a property or office. The property decision and business-licensing decision can support each other, but they are not the same legal process.

Rental demand: drivers and limits

Possible demand drivers include airport access, nearby offices, Madinat Al Irfan, golf, modern apartments and the mixed-use Boulevard setting. These features may appeal to professionals, couples, families and some corporate tenants. A furnished unit may reach a different tenant group from an unfurnished family home.

There is no safe general rental yield for Muscat Hills. Rent depends on building, view, floor, furnishing, parking, maintenance, service charge, lease length and market supply. Vacancy can reduce income. Management, repairs and leasing fees also reduce the owner’s net return. Ask for signed lease evidence and recent comparable transactions, not only advertised rents.

Short stays may be subject to building rules, operator requirements and tourism or municipal approvals. Do not assume that residential ownership includes a right to run holiday accommodation. Confirm the permitted use in writing before building an income plan.

Main risks to inspect

  • Wrong boundary assumption: the address says Muscat Hills, but the exact unit may not have the expected foreign-ownership status.
  • Building quality difference: age, contractor, maintenance and owners’ management can vary.
  • Service-charge uncertainty: future major works can change the annual cost.
  • View risk: a golf, mountain or open view may change if nearby land is developed.
  • Noise and access: airport, road, retail, events or construction can affect units differently.
  • Amenity assumption: club, pool, gym or hotel access may require payment or have separate rules.
  • Residence assumption: ownership does not guarantee an application or approval.
  • Rental assumption: advertised rent is not proof of occupancy or net income.
  • Resale limits: buyer demand, building reputation and mortgage availability affect exit time.

Buyer checklist

  1. Write the exact building, phase, unit and parking numbers.
  2. Obtain a current copy of the title deed and cadastral documents.
  3. Confirm in writing that the foreign buyer can register this exact unit.
  4. Verify the seller’s identity, authority and any mortgage or restriction.
  5. Use an independent lawyer; do not rely only on the seller’s agent.
  6. Inspect the unit and common areas with a qualified professional.
  7. Request service-charge invoices, budgets, insurance and major-work information.
  8. Confirm what amenities are open and what access costs extra.
  9. Check parking, noise, sun, roads and daily services at different times.
  10. If renting, verify real comparable leases and calculate net income after all costs.
  11. If residence matters, check the current route before signing and avoid an “automatic visa” promise.
  12. If Golden Residency matters, confirm the current qualifying value and asset rules.
  13. If working or trading, plan the separate company, labour, immigration and licensing route.
  14. Make the contract state the completion, handover, defects and refund terms clearly.

Common mistakes

  • Treating every Muscat Hills address as the same ITC or freehold product.
  • Using an old brochure as proof that an amenity is open today.
  • Believing that a golf view includes club membership.
  • Comparing price per square metre without checking title area, parking and service charges.
  • Buying for residence without checking current applicant and unit rules.
  • Mixing the two-year property route with the ten-year Golden Residency programme.
  • Believing either residence route is a licence to work or freelance.
  • Using advertised rent as a guaranteed return.
  • Skipping a technical inspection because the project is established.
  • Paying a non-refundable reservation amount before legal checks.

Frequently asked questions

Is Muscat Hills a failed or abandoned project?

No. It is active and established. Completed homes, an operating mixed-use area and the operating LA VIE Country Club support this status. Individual new components still need separate delivery checks.

Is Muscat Hills the same as LA VIE?

Not exactly. LA VIE is the current country-club and adjacent destination name. Muscat Hills is also used for the wider golf community, The Boulevard and nearby property. Check the exact project and unit.

Is the golf course open?

Yes. The official LA VIE Country Club site currently offers tee-time booking, lessons and information for its 18-hole course. Club access and fees are separate questions from home ownership.

Can foreigners buy any Muscat Hills apartment?

No general answer should be used. Foreign ownership must be confirmed for the exact unit through project approvals and title documents before payment.

Does a Muscat Hills purchase automatically provide residence?

No. A qualifying residential ITC unit may support a property-owner residence application, but the applicant, documents and current rules must be approved.

Can a Muscat Hills unit qualify for Golden Residency?

Possibly, if the investment and unit meet the current programme rules. The ten-year route is separate from ordinary property-owner residence and is not automatic.

Does property residence or Golden Residency allow work?

No. Neither is itself permission for employment, freelancing or business operations. Separate company, labour, immigration and other approvals may be required.

Are rental returns guaranteed?

No. Rent, occupancy, costs and resale conditions change. Use comparable signed leases and calculate a conservative net result for the exact unit.

Conclusion

Muscat Hills is a real, established part of Muscat with a working golf destination, completed residential choices and an airport-connected urban location. It may fit buyers who want city access and golf-side or Boulevard living. The main risk is not whether the wider area exists. It is assuming that every unit with the Muscat Hills name has the same title, condition, costs, amenities or residence value.

Choose the exact unit first, then verify ownership, title, building management, full costs and the separate residence or business route. Independent checks are more useful than a general promise about the neighbourhood.
