Company registration in Oman from Bahrain again depends on whether the investor is a Bahraini citizen or only a foreign resident of Bahrain. Bahraini citizens are GCC citizens and can benefit from GCC Common Market national-treatment rights. Foreign residents remain non-GCC foreign investors.

GCC national treatment for Bahraini citizens
The GCC Economic Agreement gives GCC natural and legal citizens national treatment in major economic fields, including investment, formation of companies, capital movement, tax treatment, movement and residence.
A Bahraini citizen therefore starts from a different legal position from a non-GCC foreign investor. The exact activity must still be checked because specialist licences and GCC implementation exceptions can remain.
Foreign resident in Bahrain: residence is not citizenship
Bahrain has a large international business community, but a Bahrain residence permit does not make a foreign national a GCC citizen. An Indian, British, Lebanese or other resident remains subject to the relevant non-GCC foreign-investor rules in Oman.
Bahrain residence can still help with proof of address, regulated banking history, salary or company-income records and source-of-funds evidence.
Can a foreign Bahrain resident own 100% in Oman?
For many permitted activities, yes. Oman generally allows 100% foreign ownership, subject to the foreign-investor activity restrictions and sector licences. Check the exact activity before choosing the legal form.
Bahrain company documents: Sijilat and Apostille
Bahrain’s Ministry of Industry and Commerce operates the Sijilat Commercial Registration system. Official services allow a company to obtain a Commercial Registration certificate or certified CR extract. These are useful starting records when a Bahrain company becomes an Oman shareholder.
Bahrain has been a party to the Hague Apostille Convention since 2013. Eligible Bahraini public documents can therefore use Apostille for use in Oman, subject to the Convention’s scope and the receiving authority’s rules.
A board resolution, power of attorney, CR extract or other company record may need notarisation or another preparatory step before an Apostille can be issued. Confirm the exact document route before processing the bundle.
Funding and Oman banking
For legitimate Bahrain-held funds, use normal regulated bank channels and prepare the business purpose, company documents and source-of-funds evidence. A Bahraini citizen still faces AML/KYC. A foreign Bahrain resident should expect the Oman bank to look at both Bahrain banking history and the person’s actual nationality.
For a Bahrain corporate parent, prepare UBO information through to the natural controlling persons. A Bahrain holding company does not remove the need for ownership transparency.
Oman–Bahrain tax treaty status
Oman Tax Authority has announced that Oman and Bahrain signed an agreement to eliminate double taxation. However, as of 15 September 2026, Bahrain does not yet appear on the Oman Tax Authority’s published list of income-tax treaties in force.
That means the signed agreement should not be treated as operational until its entry into force is confirmed. Cross-border tax should be checked under current domestic law in the meantime.

Oman reported Bahraini foreign direct investment of about OMR 528.5 million at the end of 2025. Bahrain was among the top ten source countries for FDI into Oman.
Bahrain’s strengths in finance, professional services, logistics and regional holding structures can be relevant to Oman, while Oman offers industrial, logistics, tourism and energy opportunities. The correct structure should follow the real activity rather than the idea of a generic GCC holding company.

1. Bahraini citizen opening a consultancy in Muscat
The investor starts from GCC national-treatment rights, confirms the professional activity and any licence, and prepares normal bank KYC. The normal non-GCC investor-residence route is not copied automatically onto the file.
2. British professional resident in Manama
The person remains British for Oman foreign-investor analysis. Bahrain residence and banking can support KYC, but do not create Bahraini/GCC citizenship rights.
3. Bahrain holding company acquiring an Oman subsidiary
The group confirms whether the Bahrain company qualifies for GCC legal-person treatment, prepares a certified CR extract and ownership chart, uses Apostille where applicable, and checks tax without assuming the newly signed DTA is already in force.
