SOHAR Freezone is designed for import, storage, processing and re-export, but goods entering mainland Oman move into a different customs route. The SOHAR licence does not remove Bayan, product permits, duty or VAT when mainland entry is required.

2. Customs registration comes before live cargo
SOHAR’s One-Stop Shop currently lists registration in the Customs System among its investor services. Companies should complete the customs/Bayan setup before planning their first controlled shipment.

3. Import into the free zone
The GCC Common Customs Law allows foreign goods to enter free zones under the applicable free-zone customs regime. The goods remain subject to customs control and the zone’s operating rules.
- prepare the commercial invoice and shipment documents;
- classify the goods correctly;
- check prohibitions/restrictions and product permits;
- use the correct Bayan declaration;
- keep entry and inventory records;
- ensure warehouse/facility is approved for the goods.
4. Re-export from SOHAR
SOHAR currently markets 0% import/re-export customs treatment for goods operating within the free-zone framework, but the exact declaration, restrictions and documents still need to be followed.
A re-export business should keep a clean chain between customs entry, warehouse inventory, invoice, shipping document and exit declaration.
5. Mainland Oman is a separate customs event
Oman Customs publishes a specific service called Transfer from Free Zone to Free Market. It requires a customs declaration, commercial invoice and entry certificate, with the applicable payment and transport-control process.

6. Product approval survives the free-zone route
- food and agricultural controls;
- medicines, medical devices and cosmetics;
- telecom/radio equipment;
- chemicals and hazardous materials;
- standards/conformity-controlled products;
- restricted or specially licensed goods.
A tariff or free-zone customs benefit does not replace the approval of the authority that regulates the product.
7. Rules of Origin are separate
Storage, relabelling, repacking or re-export through SOHAR does not automatically create Omani origin. Preferential origin must be tested under the relevant trade agreement. See Oman Trade Agreements and Rules of Origin.

Yes, through the applicable free-zone-to-free-market customs route, with Bayan, documents, duty/VAT and product rules as applicable.
Can goods move from SOHAR to Salalah Free Zone?
Oman Customs provides a free-zone-to-free-zone transfer declaration, subject to the required documents and transport controls.
Does re-export create Omani origin?
No. Origin depends on the applicable agreement and manufacturing rule, not the shipping location.
Does SOHAR registration replace Bayan registration?
No. Customs registration is a separate operational requirement.
