Sur Industrial City in Oman: Investor Guide

Sur Industrial City in South Al Sharqiyah, Oman

Sur Industrial City is Madayn’s established industrial location in South Al Sharqiyah Governorate. Opened in 1999, it combines manufacturing, energy-linked industry, building materials, fisheries and marine access in one of Oman’s largest industrial-city footprints.

For investors, Sur is especially relevant when the project benefits from natural gas, large industrial plots, petrochemical or mining-related activity, fisheries, marine engineering or access to eastern Oman. For a national comparison, see our Oman Industrial Cities guide.

Sur Industrial City Is Not Oman LNG or Sur Port

The wider Sur region contains several major industrial and maritime assets. Sur Industrial City is the Madayn-managed industrial location. Oman LNG at Qalhat and commercial port facilities in the Sur area are separate operations. Investors should not assume that a facility, jetty or incentive belonging to one automatically forms part of the industrial city.

Location and Logistics

Madayn places Sur approximately 200 km from Muscat and highlights its access to marine areas, natural gas and developed vacant land. This makes it different from purely inland industrial cities and potentially attractive to projects that require heavy logistics, coastal access or energy infrastructure.

Industries and Land

Madayn lists urea, ammonia, ready-mixed concrete, bricks, tiles, marble, plastic bags, fisheries and wooden furniture among the city’s existing industries. It also highlights designated space for petrochemical and mining activities and developed vacant areas totaling about 1.3 million m².

The published industrial rent is OMR 1 per m² per year. That figure is land rent only. Factory construction, utilities, environmental approvals, machinery, fire and safety requirements and working capital need to be modelled separately. See our Oman company setup cost guide for ordinary formation costs.

Marine and Energy Potential

Madayn highlights ongoing development of a ship-repair facility and the availability of marine areas. Sur also has an established energy and fertiliser ecosystem. These factors can make the city worth evaluating for marine engineering, industrial maintenance, chemicals, energy-linked manufacturing and large industrial projects.

Who Is Sur Industrial City Suitable For?

  • Petrochemical and chemical manufacturing
  • Mining and mineral-processing related projects
  • Fisheries and marine industries
  • Building materials and heavy manufacturing
  • Projects needing large industrial land and eastern Oman access

If the project is primarily export or re-export with a free-zone customs model, compare Oman’s free zones. If it needs a deep-water port-led mega-project environment, also compare Duqm.
