Choosing a free-zone premises type is a project decision, not a registration detail. An office, warehouse, ready-built industrial unit and raw land create different costs, approvals, timelines and operating limits.

The correct choice depends on what the company physically does: where staff work, whether stock is held, whether production happens, how much utility capacity is needed and whether the investor must build a custom facility.

This guide explains how to choose the premises type. It does not publish a universal rent table because availability, lease terms, utility capacity and project quotations can change.

Best starting question: What must physically happen at the site on day one, and what could the project need after two or three years?

1. Office, warehouse, industrial unit or land at a glance

2. The law does not create one standard premises model

Royal Decree 38/2025 allows land and real estate needed for a zone enterprise to be allocated through lease or usufruct under the applicable rules. Free-zone operators can also lease land and facilities.

Regulation 81/2026 strengthens the One-Stop Shop role for land/property allocation and project licensing. The practical result is that the premises should follow the approved activity and project needs, not a generic package.

A lease, usufruct, warehouse agreement or office arrangement can carry different obligations. Before signing, confirm what legal right is being granted, what activity is permitted and what happens if the project changes.

3. When an office may be enough

An office is usually the first option to review for businesses whose value is created by people rather than inventory or machinery. Examples include management, consultancy, administrative coordination and some commercial or technology services.

The important question is not whether an office is available. It is whether the licensed activity can genuinely operate from office space and whether the company will later need another facility.

Do not use an office as a workaround. If the real activity is warehousing, production or regulated storage, an office address does not replace the facility requirements.

4. When a warehouse is the real operating asset

A warehouse can be central to re-export, regional distribution and inventory-based trading. The correct unit depends on the goods and the cargo flow.

SOHAR’s current official site offers warehousing solutions and industrial land. Salalah Free Zone’s current FAQ also identifies ready-built warehouses as an alternative to raw land. These examples show why facility choice is separate from company registration.

For some projects, a 3PL can be more efficient than leasing a warehouse. For others, inventory control, client requirements or regulated storage makes a dedicated unit necessary.

Do not assume sublease or shared-premises rights. SOHAR’s published rules, for example, require prior approval for sharing or subleasing leased premises.

5. When a ready-built industrial unit can reduce project time

A ready-built industrial unit sits between a normal warehouse and a raw-land project. It can give the investor a shell or facility that is closer to production readiness, reducing some construction work.

Salalah Free Zone currently states that ready-built industrial units are available as an alternative to raw land. The exact unit, utility capacity and fit-out still need live confirmation.

Ready-built does not mean ready-to-operate. The building may exist, but the project can still need activity, technical, environment, Civil Defence, utility and sector approvals.

6. When land or usufruct is justified

Raw land is usually justified when the project cannot fit an existing building. That may include custom factories, heavy industry, large yards, tank storage, high utility loads, special process layouts or future expansion.

Duqm’s current official process shows the typical logic clearly: the project is evaluated, a plot is allocated based on the project’s needs, the investor reviews the location and then signs a usufruct agreement.

The current Duqm land-usufruct application service lists an OMR 250 application fee and a maximum 12-day processing target when requirements are complete. That is an application-service fee, not the annual land price and not a guarantee that a specific plot is available.

7. Lease and usufruct are not the same question

A premises agreement can be a lease, a usufruct right or another approved property-right arrangement. Investors should understand which one they are receiving.

Royal Decree 38/2025 allows zone land and property to be allocated through lease or usufruct. In Duqm, the current land process leads to a usufruct agreement. Salalah’s current public FAQ describes long-term lease arrangements for land.

The contract should be read together with the zone licence and project approval. Rights relating to transfer, mortgage, sublease, development, renewal and exit should never be assumed from the word “land.” Before commitment, use the free-zone lease and usufruct due-diligence checklist.

8. Facility choice affects the licence and approvals

The premises and the licence must describe the same real business. A trading company using an office, a food warehouse, a plastic factory and a heavy industrial plant have different approval stacks.

9. Utility capacity must be confirmed, not assumed

A zone may advertise modern infrastructure while a specific unit or plot still has project-dependent connection requirements. Utility availability should be confirmed against the actual load and location.

  • potable and process water;
  • industrial wastewater or sewer connection;
  • gas, fuel or specialist feedstock where applicable;
  • telecom and data redundancy;
  • stormwater and drainage;
  • fire-water requirements;
  • temporary construction utilities;
  • connection works, deposits and lead time.

Do not sign a long lease or order machinery before the utility assumptions have been checked for the chosen space.

10. Availability and price are live-quotation items

This general guide intentionally does not publish a single current office rent, warehouse rate, industrial-unit price or land rent. Those figures can vary by location, size, service level, project, term, utility requirement and current availability.

A published historical rate may be useful to understand how a zone prices space, but it should not be presented as today’s investor quotation.

12. Space requirement brief before requesting quotes

A useful quote request should describe the actual project. A vague request for “a warehouse” or “land” often produces a quote that cannot be compared.

13. Common mistakes

  • Choosing the cheapest space before the activity is confirmed. The licence may later require a different facility.
  • Assuming every warehouse can store every product. Food, pharma, chemicals and dangerous goods can need special controls.
  • Confusing ready-built with ready-to-operate. Fit-out and approvals can still be substantial.
  • Taking land without a utility study. Connection work can become a major project cost and delay.
  • Assuming sublease or shared space is automatically allowed. Operator approval may be required.
  • Using historical rent as a current quote. Confirm availability, unit and term live.
  • Ignoring the development timetable. Land and project agreements can require milestones.
  • Leasing too much space for a future plan that is not funded. Phase the project where the zone and contract allow it.

14. Frequently asked questions

Can I register an Oman free-zone company with only an office?

Sometimes, if the licensed activity and zone rules genuinely allow an office-only operating model. Warehousing, manufacturing or regulated storage normally needs an appropriate facility.

Is a warehouse required for a trading company?

Not always. It depends on whether the company holds inventory, the zone’s activity model, the goods and whether a licensed 3PL can perform the storage function.

What is the difference between a warehouse and an industrial unit?

A warehouse is primarily for storage/logistics. An industrial unit is intended to support manufacturing, assembly or processing and may have different utilities, fit-out and approval requirements.

Should a manufacturer lease a ready unit or take land?

Compare process layout, machinery, utilities, environmental requirements, project scale and expansion. A ready unit can reduce construction work, while land gives more design flexibility but creates a larger project.

Can I buy land in a free zone?

Do not assume land is sold. Current structures often use lease or usufruct. For example, Salalah describes long-term leases and Duqm uses land usufruct.

Does land allocation mean I can start construction?

No. Land or usufruct is separate from design, construction, environmental, Civil Defence, utility and sector approvals.

Are warehouse and land prices fixed across Oman zones?

No. Price, size, term, utility scope and availability vary. Use current official tariffs where published and live quotations for project-specific space.

Can two companies share one warehouse?

Do not assume it. The operator, licence, customs and sublease rules must allow the arrangement.

Does the size of premises determine visa capacity?

Do not use premises size as a guaranteed visa formula. Workforce approvals depend on the current labour, activity and project framework.
