The transport licence

A company needs a commercial activity that supports road freight. It then needs the MTCIT licence for land transport by trucks for goods and equipment.

The Gov.om service page lists a copy of vehicle ownership as the required document. It lists an official issue fee of OMR 25 and a service time of three days. These figures cover that government service only.

The public page does not state one universal minimum fleet or one universal capital amount. It also does not publish one yard size for every operator. Requirements may depend on the activity, vehicle, cargo, municipality and live system checks.

Naql and the operating system

Naql is the digital platform for public and land transport services. It is linked with Royal Oman Police vehicle data and the business-registration system.

Naql is used for vehicle operating cards, exceptional-load permits and some foreign-vehicle permits. It also supports renewals, changes, transfers, cancellations and fine payments.

Normal sequence for one truck

The order matters. Gov.om states that goods must not be transported before vehicle registration approval. It also states that the operating card comes after ROP registration.

A vehicle operating card allows a commercial vehicle to work in the licensed transport activity. Each truck or relevant trailer must be handled under the correct transport records.

For companies, the published issue fee is OMR 30. The public service time is one day. The vehicle must first complete commercial registration procedures with ROP.

If a truck is financed or leased, confirm which document the live system accepts. Do this before signing the finance or lease contract. A private agreement may not be enough for registration and operating-card purposes.

Yard and parking

The general public trucking-licence page does not publish one compulsory yard size. This does not mean every office or parking place is acceptable.

The municipality, landlord, industrial area, port or project owner may set location rules. A larger fleet may need a proper yard, safe access, lighting, drainage, security and space for trailers.

Heavy and exceptional loads

A load above the permitted weight or size limits needs a temporary abnormal-load permit. The application needs vehicle ownership, an operating card for the primary trailer and a trailer drawing.

The published permit fee is OMR 10 for each vehicle axle. Gov.om also states that the tractor unit needs an active operating card. A request for ROP traffic escort is required.

Plan the route, bridge limits, turning space, delivery time and escort before accepting the job.

Foreign trucks

Foreign vehicles can need special permits for point-to-point cargo movement inside Oman or for a stay longer than seven days. Customs documents, cargo invoices, vehicle photos and driver documents may be requested.
