Restaurants and cafés

Outdoor tables, pavement use, extra counters or added preparation areas may need separate municipal approval. Do not assume that a normal shop licence covers the space outside the leased unit.

Takeaway and commercial kitchens

A takeaway unit has no normal dining room, but it still handles food for the public. The kitchen, storage, handwashing, drainage, packaging and dispatch area must support safe production.

A commercial or cloud kitchen may operate several brands from one approved site. This does not remove licensing duties. The property, capacity, activities and actual use must match the approved records.

Before leasing a kitchen, confirm whether the site can support:

Civil protection review should begin before the final fit-out. Oman’s government service for preliminary facility-plan approval asks for property documents, a general plan and a consultant’s supervision and approval letter.

The initial review checks whether the plans meet civil-protection conditions. The current published fee is 50 baisa per square metre. Final requirements still depend on the facility and its risk level.

A food-service layout may need review of:

  • emergency exits and clear escape paths;
