Hayy Al Sahel in Quriyat is an active project that is developing after a long delay. Oman News Agency reported that construction of its first residential phase began in June 2025. A contractor also lists a hotel package as ongoing in August 2026. The project is not established or complete, but current evidence does not support calling it failed, cancelled or abandoned. This guide separates work now under way from the much larger plans announced in earlier years.

Name and location: what is Hayy Al Sahel?

Hayy Al Sahel is written in several ways in English. Official and news pages use “Hayy Al Sahel”, “Hayy Al Sahil” and sometimes “Hayy al-Sahil”. The Arabic name is حي الساحل. In this article, these spellings mean the same tourism and residential development in Quriyat.

Quriyat is a coastal wilayat in Muscat Governorate. It is outside the main Muscat urban area. The location can offer sea, mountain and local-community context, but it also means that travel time, nearby services and daily transport should be tested from the exact site. A general map pin is not enough for a buyer or long-term resident.

This separation matters because some online reports join many Quriyat projects into one story. A new road, water plant, farm, harbour or archaeological discovery in the wilayat does not automatically belong to Hayy Al Sahel. It should not be sold as a completed benefit of this development.

The original announcement and wider vision

The project has a long public history. A foundation-stone event was reported in 2018. Qurayyat Development Company later introduced the Hayy Al Sahel identity in 2021. The company is a partnership formed by Al Madina Real Estate and Fadhaa Al Khaleej. The large early vision described a coastal destination with homes, hotels, a commercial boulevard, leisure areas and visitor facilities.

Old public descriptions were much larger than the work that can be confirmed today. Some reports mentioned several thousand homes, three hotels, hundreds of hotel rooms, a golf academy, a water park and other leisure elements. The reported totals also changed between sources. These figures describe a master-plan ambition. They are not a reliable list of what is built, funded, available for sale or due on a fixed date in 2026.

The gap between the early foundation event, the 2021 launch, the 2023 sales announcement and the 2025 construction start is important. It supports the word “delayed”. It also shows why a brochure date should not be treated as a handover promise. At the same time, the official construction report means the project should not be placed in a list of abandoned developments.

What is physically being developed now?

The clearest current residential evidence comes from Oman News Agency on 16 June 2025. It said work had begun on the real-estate component of Phase One. The reported scope included infrastructure, 400 residential units, a mixed commercial and residential boulevard, a water park, and entertainment and commercial facilities.

This is a construction-start report. It does not say that the 400 homes are complete or ready for title transfer. It also does not prove that the boulevard, water park and leisure facilities are open. Readers should use “under development” for every component until dated completion, licensing and operation can be verified.

The hotel evidence is narrower. Adhi Oman’s current project page describes a main hotel building, two guest-room blocks with 60 rooms, a fine-dining building and a beach house. It gives a built-up area of 11,732 square metres and identifies Qurayyat Development Company as the client. This looks like a current hotel work package, not proof that every hotel in the old master plan is being delivered now.

Confirmed, historical and still unclear

Status decision: Hayy Al Sahel is active and developing after delay. It is not yet established. Current official and contractor evidence does not support “failed”, “cancelled” or “abandoned”.

  • Confirmed now: the developer structure, ITC description, start of first-phase residential construction and an ongoing hotel construction package.
  • Confirmed history: the 2018 foundation event, 2021 identity launch and 2023 foreign-buyer sales launch.
  • Not confirmed as complete: homes, hotel rooms, boulevard, water park, golf facilities, retail or leisure operations.
  • Not confirmed for today: live residential inventory, current price list, exact foreign-owned unit list, handover dates or a public title-transfer route.
  • Not supported: fixed rental yield, capital growth, guaranteed opening, guaranteed residence or guaranteed Golden Residency.

The status may look less simple than a normal property advert. That is useful. “Active” describes real work. “Developing” says delivery is continuing. “After delay” records the long gap. “Not established” warns that the destination does not yet offer the complete daily life described in the original vision.

Is Hayy Al Sahel still an ITC?

The June 2025 Oman News Agency report says Qurayyat Development Company is developing the site under a usufruct arrangement as an Integrated Tourism Complex, or ITC. This is current official support for the project’s general ITC position. Gov.om explains that ITC development is regulated through a separate licensing service.

However, project-level ITC status does not answer every unit-level question. A buyer still needs the current licence or approval covering the exact phase, the legal seller, the unit number, the approved use and title, and evidence that the sale and registration route is open. A hotel room, serviced unit, reservation form or master-plan plot should not be assumed to have the same ownership rights as an approved residential title.

Can foreigners currently buy a home here?

There is good historical evidence that the residential sales launch in April 2023 was open to all nationalities. There is also current official evidence that the project remained an ITC and entered residential construction in 2025. These points show that foreign ownership was part of the approved public direction.

They do not prove that any home advertised today is available, registered and ready for legal transfer. During this review, no current public official list of available units, exact approved phase, completion stage, title status or buyer payment account was found. The honest answer is therefore: foreign sales were officially launched, but the eligibility and availability of the exact unit must be checked now.

  1. Request the current ITC approval and project licence covering the phase.
  2. Confirm the legal seller and its authority to sign and receive payment.
  3. Identify the exact unit, building, plot, use and title type.
  4. Ask whether preliminary registration is complete and how final title will be issued.
  5. Use only the approved project or escrow payment route confirmed in writing.
  6. Check construction progress, completion conditions and long-stop remedies.
  7. Review service charges, community rules, rental rules and management obligations.
  8. Verify access, utilities, parking and the delivery status of promised facilities.
  9. Obtain independent legal review before reservation or payment.

Ownership, property residence and Golden Residency

1. Ownership of the exact unit

Foreign ownership begins with an eligible residential unit in an approved project and phase. A project name or old sales launch is not enough. The contract, payment route and final registration must match the current approval. Buying into a planned development also creates construction and handover risks that are separate from immigration.

2. Property-owner residence

Gov.om publishes a separate two-year residence service for a qualifying property owner. It requires a separate application and supporting property documents. It is not automatic at reservation, contract signing or payment. Older 2023 reporting used “permanent residence” language around Hayy Al Sahel, but that wording should not replace the current government service and its live conditions.

3. Ten-year Golden Residency

Oman’s ten-year Golden Residency is another programme with its own investment value, evidence, completion and approval requirements. A lower-value property-owner residence route is not the same as Golden Residency. A project-wide ITC status also does not make every off-plan home eligible. Review the current property route to Golden Residency, then confirm the exact completed unit and current government criteria.

Residence does not give permission to work

Important: Property ownership, property-owner residence and Golden Residency do not by themselves permit employment, freelancing, providing paid services or operating a business in Oman.

An operating founder normally needs a separately registered company with the correct activities and any required labour, immigration, municipal, premises, tourism and sector approvals. Company registration alone does not guarantee a work permit, residence approval, bank account or permission to operate.

Gov.om’s work-visa service shows a separate employer-led route linked to a Ministry of Labour permit. A person who wants to run holiday rentals, a shop, restaurant, tourism service or another paid activity should review company registration in Oman and the licences for the exact activity. Owning a home in the project does not replace these steps.

The quiet location may suit one resident and feel too distant for another. A large future plan can create long-term choice, but it can also mean years of phased construction.
